I don't believe the Dalai Lama has "given up." Giving up is not consistent with his personality. It's more likely he recognizes mortality and is planning for his succession ... a change in the way his office is filled since Tibet is occupied.

The Dalai Lama has called a special meeting of Tibetan exiles next month to discuss the future of the Tibet movement.
